Although each project is different, Design Fund projects typically follow a similar process. CDCP staff will meet with potential applicants to informally discuss a project, and will provide guidance through the application process. Applications are reviewed by the CDCP’s Project Review Committee on a quarterly basis, and in most cases applicants are notified within a week of the outcome.

Upon approval, the applicant is awarded a grant that is provided solely for the purpose of hiring professional design services. Grants typically range from $3,000 to $20,000 and may be recoverable. In addition to each grant, the CDCP provides valuable technical assistance at no charge to grant recipients. Possible technical assistance services include:

  • Providing a “short list” of pre-qualified design firms
  • Assisting with writing a Request for Proposals and managing consultant interviews
  • Developing a project team
  • Providing ongoing design review

Conflict of Interest Policy
The Community Design Center of Pittsburgh’s (CDCP) Conflict of Interest Policy is intended to 1) ensure that the organization’s activities do not inure to the benefit of individuals associated with the organization; 2) prevent any conflict or appearance of Conflict of Interest which might lessen the credibility of the organization with any of its constituent audiences – architects and other design professionals, community-based organizations, funders, governmental agencies and the general public; 3) comply with requirements in connection with the CDCP’s Community Development Block Grant contract with the City of Pittsburgh, as well as other contracts with public agencies.(more)

Consultant Selection Policy
For grants or recoverable grants of more than $500, the CDCP requires community-based organizations to participate in an unbiased, competitive selection process, through which requests for proposals are sent to firms (a minimum of three) which have responded to the CDCP’s request for qualifications, prior to the grant approval and within the CDCP’s then-current annual cycle.  For grants of $500 or less, any consultant acceptable to the CBO and to the CDCP’s Project Review Committee can be selected.  However, if further CDCP funds are utilized, the previously outlined selection process will be required.(more)
